SENIOR/LEAD BUYER

Summary:  To plan and manage the regional and project level buying activity to ensure value for money, high levels of service and compliance with procedures and professional best practice. Experience of construction and/or process industries would be advantageous


Job Specification
Manage the requisition to purchase process in the Company’s Enterprise Management Information System ensuring compliance with Company processes, policies and procedure
Manage the purchasing of regional and project material and plant requirements and certain sub-contract services including the selection of suppliers, negotiation of supply contracts, service standards and claims ensuring fully compliant and timely orders are in place to meet business needs and objectives
Measure and report on the financial results of orders against budgets
Manage a small team of buyers and assistants
Establish a structured process for supporting the regional proposals and estimating teams on bids and operational teams on projects
Manage the preparation and maintenance of regional procurement plans & schedules to assist in the identification of cost saving opportunities
Manage the establishment, maintenance and effective communication of an approved supplier list for each Region, including Client frameworks and Best in Class agreements
Ensure the effective use of the Company supplier approval and performance measurement system
Resolve supplier performance issues and disputes
Develop relationships with key suppliers to drive costs out of the supply chain
Ensure proactive support of Client/Alliance/JV procurement initiatives including attendance at collaborative workshops and buying forums as required
Ensure standard purchasing induction programme given to all new staff
Ensure all examples of best practice and added value by the department are captured and recorded regularly
Set up and manage regular meetings with Project Managers and other key stakeholders to ensure project procurement needs are consistently met


Attend and contribute to our client’s monthly Supply Chain Management and where appropriate, Regional Management meetings

Advise on current market trends.

Monitoring & Reporting
Measure effectiveness of the purchasing function against tender allowances
Monitoring use of end Client & our client’s Supplier Framework agreements
Monitoring current pricing trends to enable the formulation of accurate tenders
Monitoring of future customer requirements

Training
Advising on development needs for current and future roles required within the department

Other
Communicating and liaising with other departments, partnering Companies and Clients.

Working Conditions
Office based
Travelling to site, suppliers and other group companies within the U.K

PERSON SPECIFICATION

Knowledge/Experience
At least 5 years management or senior level experience of Purchasing or Supply Chain Management within Construction/Engineering/Process or similar Industry
Excellent negotiation skills
Good communicator at all levels.
Good knowledge of Commercial law and Contract Conditions
